Sylvie, 54, an accountant in Toulouse, never misses a monthly trip up to Pas de la Case. "I buy my 200 cigarettes, fill up the tank, and grab two bottles. When you do the math, I've more than covered the cost of the trip. We don't even talk about it at home anymore — it's just become routine." It's a well-oiled routine shared by millions of French shoppers who have adopted this small Pyrenean village as their favorite duty-free supermarket.
The logic is simple : Toulouse is 1h45 by road from Pas de la Case. Counting fuel — around €40 round-trip for an average vehicle — and the toll on the motorway section, the entry cost for the day comes to roughly €65 to €70. Enough to put off the more hesitant. Except the savings are unlike anything you'll find back in France.
Tobacco: the star product
Cigarettes remain the number-one driver of cross-border shopping trips to Pas de la Case. A pack of Marlboro costs around €4.40 there, compared with €13.50 in France following the latest price hike. For 200 cigarettes — the maximum duty-free allowance — the saving reaches €91, nearly 1.4 times the cost of the round trip.
"I always take the maximum allowed, 200 smokes", smiles Rémi, 38, a sales rep in Toulouse. "My wife takes her 200 too. With two people in the car, we save more than €180 on tobacco alone. The trip is paid for before we've even filled the tank."

Fuel: filling up while saving money
The irony is that you burn fuel to get to Pas de la Case — and then save even more by buying fuel once you're there. Andorran SP95 runs around €1.53/L, roughly 22% cheaper than in France. On a 50-liter tank, the saving comes to €17–20.
Regulars have long since built this into their routine : arrive with the tank almost empty, fill up at an Andorran pump, and drive home with a loaded trunk. "We wait until the needle's in the red before we leave", jokes Nathalie, a nurse from Colomiers. "It's become a bit of a game."
Alcohol and perfume: the bonus
The duty-free allowance also permits 1 liter of spirits and 4 liters of wine per adult. A 70 cl bottle of Ricard goes for around €7.50 at Pas de la Case, versus more than €17 in a French supermarket. For a good whisky, the gap often exceeds €15 a bottle.
Perfumes average a 35% discount compared with French prices. Sephora, Primor, and the Julia or Douglas perfumeries carry the same brands you'd find in Toulouse shops — at Andorran prices. "I've bought my perfume at Pas de la Case for ten years. I don't understand why everyone doesn't do the same", says Marion, 41.

Who's making the trip from Toulouse?
The Ville Rose is by far the largest source of visitors to Pas de la Case. The Toulouse → Pamiers → Foix → N20 route is well-trodden. Muret, Colomiers, Blagnac, L'Île-Verte — every corner of the metro area sends its contingent of loaded cars toward the Pyrenees every weekend.
But beyond the numbers, a real shopping-trip culture has taken hold. Messaging groups like "Andorra Shopping Trip" keep multiplying, with shared shopping lists, tips on customs queues, and the best times to avoid traffic jams. Some apps even track real-time prices across the different shops.
⚠️ Watch out: customs are on alert
While the savings are real, French customs officers are very much present — at the Puymorens pass and at the exit of the Puymorens tunnel. Checks have been stepped up in recent years, especially on tobacco. Anything beyond the allowed limit gets confiscated, and a fine may follow.
"Some friends tried it with three cartons of cigarettes. They lost everything and paid an extra €250", recalls Isabelle, 46, from Tournefeuille. "Since then, we stay within the limits. It's still very much worth it."

The Vuelta, the Tour of Spain cycling race, will run its entire Stage 4 through Andorra on Tuesday, August 25, passing through Pas de la Case and the Port d'Envalira. Roads will be closed from 1 pm to 6 pm. If you're planning to travel that day, leave early in the morning. Traffic returns to normal the next day.
